§ 2  POWERS AND DUTIES OF THE MAYOR.
   The Mayor shall be the chief conservator of the peace within the municipality. He shall have all the general and judicial powers vested in him by the laws of the State and shall perform all the duties prescribed by the ordinances of the municipality. The Mayor shall preside at all meetings of Council. He shall have the right to introduce ordinances and resolutions and to take part in the discussion of all matters coming before Council and shall have the right to vote in case of a tie. The Mayor shall be recognized as the official and ceremonial head of the municipality and by the Governor for military purposes and by the Courts for the purpose of serving civil process. The Mayor shall give bond for the faithful performance of his duties, in an amount and subject to approval as provided by Council by ordinance.
