The municipality under this Charter shall exercise all powers of local self-government granted by the Constitution of the State of Ohio, and all other powers granted to municipalities by the laws of Ohio, including all statutes now or hereafter enacted. All such powers shall be exercised in the manner prescribed in this Charter, or if not prescribed herein, in such manner as shall be provided by ordinances and/or resolutions of Council, insofar as such ordinances and/or resolutions are not inconsistent with the general laws of the State. References to any particular power in this Charter shall not be deemed exclusive.
