Failure by the Building Inspector to observe or recognize any hazardous condition or to deny a permit where any such condition exists or may be created by the work so authorized shall not relieve the owner or person or corporation in possession of any property from his or its responsibility for any such condition or damages resulting therefrom or resulting from any condition created by work performed on the property pursuant to any permit, and shall not create in the city, its officers, agents, or employees, any responsibility for any such conditions or damages.
