§ 95.40  CEMENT CONTRACTOR'S LICENSE REQUIRED; APPLICATION.
   (A)   Except as provided in § 95.39, no person, firm, or corporation shall undertake to construct, lay, or repair a sidewalk unless he shall have previously secured a license as a cement contractor. The license shall be dated as of October 1 and shall be renewed annually.  Except as provided in § 95.39, no permit shall be granted to construct, lay, or repair a sidewalk except to a licensed cement contractor.
   (B)   Application for cement contractor's license shall be made to the City Manager.  If the latter shall be satisfied that the applicant is qualified to properly lay and construct cement sidewalks and driveway, he shall certify that fact.
