It shall be unlawful for any person to play or cause to be played on any street or public or private parking lot any radio, musical horn, or other noise-making device in this city, in a loud and noisy or disorderly manner. This does not apply to person(s) engaged in entertainment, concerts, festivals or other events sponsored by and approved by the city.
