The council may authorize the contracting with any county, city, village, or township in the State of Ohio, or with the State of Ohio for the performance of any governmental function required by or capable of being furnished by the municipality. No contract shall be entered into for a period longer than five years unless the ordinance authorizing the same shall be passed by the affirmative votes of the majority of the members of Council.
