Any owner of any premises in the city who becomes delinquent in the payment of the charges for the general service fee and collection, removal, and disposal of garbage and waste material for more than 30 days shall be assessed, in addition to the regular charges, a delinquency fee of 1-1/2% per month on the unpaid balance at the first of each month.
