(A) The City Manager is authorized to promulgate and enforce rules and regulations for the collection, removal and disposal of garbage and waste materials (including yard waste, branches, bushes and leaves) and for the collection of charges for the services rendered by or on behalf of the city.
(B) These rules and regulations will be published annually and approved by Council each time they are changed or amended.
