129.02 AUXILIARY POLICE FORCE.
   (a)   There is hereby established in accordance with Ohio R.C. 737.161, an auxiliary police unit within the Village of Silver Lake Police Department and providing for the regulation of the Auxiliary Police Officers.
 
   (b)   The Auxiliary Police Unit shall consist of members who are appointed as civilian assistants to the Police Department. Such persons are not required to have completed any police officer’s training and are not to be considered peace officers under this section.
 
   (c)   The Director of Public Safety shall be the executive head of the Auxiliary Police Unit and shall make appointments and removals of auxiliary officers subject to any general rules prescribed by Council by ordinance.
   (d)   The Auxiliary Police Unit shall consist of not more than six members all of which shall be appointed by the Director of Public Safety.
 
   (e)   Auxiliary Police Officers shall serve until removed pursuant to subsection (c) above, or until a resignation is submitted by such members and accepted by the Director of Public Safety.
 
   (f)   The members of the Auxiliary Police Unit may not be under the age of twenty- one years.
   (g)   The Chief of Police shall have exclusive control of the stationing and transferring of all Auxiliary Police Officers, under such general rules as the Director of Public Safety may prescribe. At all times, all auxiliary police officers shall be subordinate to the powers of regularly appointed members of the Police Department and shall take orders from all such regular members while on duty.
 
   (h)   No person shall be finally appointed to the Auxiliary Police Unit until such time as said applicant has been interviewed by the Chief of Police and a report of such interview forwarded to the Director of Public Safety for the Director of Public Safety’s consideration.
   (i)   The Director of Public Safety shall prescribe the rules and regulations for the organization, training, administration, control and conduct of the Auxiliary Police Unit. (Ord. 77-2004. Passed 9-20-04.)
   (j)   The Chief of Police is authorized to prescribe, by the rules and regulations, the type of uniform or part thereof which shall be worn by members of the Auxiliary Police Unit which cost shall be borne by the auxiliary officer. Identification badges, however, shall be provided to each auxiliary member by the Village of Silver Lake. The Chief of Police may prescribe the use of a duty weapon by level 2 Auxiliary Police Officers, which cost shall be borne by the auxiliary officer. Said duty weapon shall be approved for use by the Chief of Police. (Ord. 14-2010. Passed 2-16-10.)
   (k)   All services performed by Auxiliary Police Officers shall be performed with no compensation. Auxiliary Officers shall be covered by worker’s compensation. Auxiliary Officers, when subpoenaed for court appearances shall receive reimbursement for incidental expenses such as parking and mileage to and from court.

   (l)   There is hereby established two levels of appointment to the Silver Lake Auxiliary Police Force as follows:
      (1)   Auxiliary 1 shall be those members who have not obtained State certification from the Ohio Peace Officer Training Commission.
      (2)   Auxiliary 2 shall be those members who have successfully completed police training and have received State certification from the Ohio Peace Officer Training Commission.
