125.03 STANDARDS FOR THE CONTRIBUTION BY VILLAGE TO IMPROVEMENTS OTHERWISE FUNDED GENERALLY BY THE STATUTORY ASSESSMENT PROCEDURES, BUT NOT UPON PETITION OF PROPERTY OWNERS.
   The following standards for contributions by the Village to improvements otherwise funded generally by the statutory assessment procedures; but not upon petition of property owners are hereby established:
   (a)   Curbs.
(1)   For reconstruction of curbs (recurbing) and construction of new curbs: The Village shall pay 100% of the costs of curbing and recurbing of State Routes. The Village shall pay 100% of the engineering expenses, legal expenses, costs for advertising and postage, costs for traffic islands and the costs of intersections plus 25% of the remaining construction costs. Property owners shall pay 75% of the construction costs.
   (b)   Storm Sewers.
(1)   For reconstruction of existing storm sewers, new catch basins and reconstruction of catch basins: The Village shall pay 100% of all costs.
(2)   For hookup to existing storm sewers: The Village shall pay 100% of the engineering expenses, legal expenses, advertising and postage expenses, costs of yard drains and costs of catch basins. Property owners shall pay the cost of hookup per benefit as established by Council.
      (3)   For new storm sewers: The Village shall pay 100% of engineering expenses, legal expenses, advertising and postage expenses and the costs of intersections plus 40% of the remaining construction costs. Property owners shall pay 60% of construction costs.

   (c)   Street Improvements.
      (1)   For repaving: The Village shall pay 100% of all costs of repaving.
      (2)   For widening streets, bringing to grade: The Village shall pay 100% of the costs of widening streets, bringing to grade.

   (d)   Sidewalks.
(1)   For sidewalk replacement, construction of new sidewalks: The Village shall pay 100% of the engineering expenses, legal expenses, advertising and postage expenses and the costs of intersections and the installation of handicap ramps. The property owners shall pay 100% of the remaining construction costs.
   (e)   Street Lighting.
(1)   For replacement of existing lighting, new lighting: The Village shall pay 100% of all costs.
   (f)   Other Costs. 
      (1)   For corner lots:
A.   Both sides improved at the same time: The Village shall pay one- half of the cost attributed to the property owner as determined in subsection (a) - Curbs above for the shorter side of a corner lot.
B.   Shorter side improved first, longer side later: The Village shall grant credit when the longer side is improved and if both improvements have been made within the past ten calendar years, for one-half of the cost attributed to the property owner as determined in subsection (a) - Curbs above for the previously improved shorter side at current cost.
C.   Longer side improved first, shorter side later: The Village shall grant credit when the shorter side is improved and if both improvements have been made within the past ten calendar years, for one-half of the cost attributed to the property owner as determined in subsection (a) - Curbs above at current cost.
(2)   If not described in any section above, costs may be apportioned as determined by the resolution of necessity.
