SECTION 17.04. EFFECTIVE DATE OF AMENDMENT APPROVED NOVEMBER 3, 1959; EFFECT OF AMENDMENT UPON EXISTING CHARTER PROVISIONS, LAWS AND RIGHTS.
   This amendment to the Charter of the Village of Silver Lake adopted by the voters at the election held on November 3, 1959 shall become effective on and after January 1, 1960, except that the duty of Council to elect a seventh councilman set forth in Section 4.02 hereof and the duty of the Mayor to appoint the members of the Park Board set forth in Section 9.01 hereof shall be accomplished in the manner and at the times set forth in said sections; and each and every section of said Charter in effect prior to November 3, 1959 shall be repealed and of no effect on and after January 1, 1960. Neither this amendment nor any subsequent amendments to the Charter shall affect any pre-existing rights of the Municipality, or any right or liability or pending suit or prosecution, either on behalf of or against the Village or any officer for its benefit, or any franchise granted by the Village, or pending proceedings for the authorization of public improvements or the levy of assessments thereof. Except as a contrary intent appears herein, all acts of the Council of the Village in effect on January 1, 1960, shall continue in effect until lawfully amended or repealed.
