The Park Board shall have general policy making, planning and administrative power, subject to the provisions of the Charter, over all municipal parks, determination of work to be performed and items of equipment and supplies needed, subject to the appropriations of Council, and such other powers and duties as may be conferred upon it by Council not inconsistent herewith.
Labor and equipment to perform the work shall be supplied by, and shall be under the supervision of, the Director of Public Service or such other person as established by Council, who shall also be responsible for the purchasing function.
Rules, regulations and policies adopted by the Park Board shall be subject to approval by Council.
