In the event of the death, resignation, recall or removal of the Mayor, the President of Council shall thereupon become the Mayor to serve the unexpired term thereof, and his office as President of Council and councilman shall become vacant. Should the President of Council decline succession to the office of Mayor, Council by majority vote, shall elect one of their number to the office of Mayor to fill the unexpired term.
