(a) No person shall operate or land a manned aircraft, to include an airplane, helicopter, glider or any other flying vehicle within the limits of the Village of Silver Lake, except as provided in subsection (b) below.
(b) Aircraft engaged in: a health care emergency; an emergency involving the police department as authorized by the Chief of Police; or aircraft finding it necessary to land because of a malfunction which threatens the life of the pilot or passengers may land said aircraft within the Village.
