"Tattoo and/or body piercing studio" means a permanent premise, business, location, facility, room, or any portion thereof, used or operated for the business of permanently marking or coloring the skin with tattoos through the use of ink or dyes inserted under the surface of the skin by pricking with a needle or used for the business of creating openings in the human body, other than in the ear lobes, for the purpose of inserting jewelry or other decorations.
