§ 94.05 PARK USES.
   (A)   Firearms and hunting. No person shall hunt, trap or pursue wildlife at any time; no person shall discharge a firearm from inside a park or into park areas pursuant to A.R.S. § 13-3107; nor shall any person possess, use or carry air rifles, spring guns, bows and arrows, slings, instruments that can be loaded with and fire blank cartridges; use any kind of trapping device, or any other forms of weapons potentially injurious to wildlife and dangerous to human safety. Public display and ceremonial items may be exempted by permit.
   (B)   Camping. No person shall camp, lodge or sleep in any park or recreational parking area during the hours that a park is closed to the public, without a written permit obtained at least 72 hours in advance from the Director of Leisure and Library Services. Overnight camping is restricted to only those areas that are specifically signed for such usage.
   (C)   Assembly. Organizers intending to conduct political or religious assemblies or public demonstrations in city parks must provide 72 hours advance notice to the city and Leisure and Library Services Department and obtain a permit. In cases of large assemblies, the city reserves the right to provide an alternate site as a public forum, consistent with U.S. and Arizona constitutional freedoms. The city reserves the right to cancel any assembly that interferes with scheduled public events or that prevents access to the park, damages park property, or violates state or federal law.
   (D)   Noise. No person shall maliciously or willfully disturb the peace and quiet of the park, by use of amplified sound systems for speech or music in a loud manner that will interfere with others using the park. Amplified music and live public performances are restricted to the Centennial Pavilion at Veterans Memorial Park and require an approved permit.
   (E)   Dangerous activities. No person shall conduct inherently dangerous activities, which create the potential for injury to other users. Prohibited activities include, but are not limited to: explosives and pyrotechnics; archery, i.e., to shoot with bow and arrow; to throw a javelin, spear or other pointed objects; launching model rockets, unmanned aircraft other than at Bolin Field, and golfing. The only exemptions are those activities that occur within organized city programs, under the supervision of department staff or the contract instructor or authorized by a written permit from the Director of Leisure and Library Services.
   (F)   Permittees. Park and ramada reservation permits may be obtained with the written approval of the Director of Leisure and Library Services. Permit holders involving group use of park facilities must provide competent adult supervision at all times. No person in a park shall disturb, or interfere unreasonably with any person or party occupying any areas or participating in any activity under the authority of a permit, license or reservation issued by the Director of Leisure and Library Services.
   (G)   Fires. lt shall be unlawful to build fires or have an open flame, except in designated places, such as fireplaces, stoves or grills approved by the Leisure & Library Services Department, in conjunction with the Fire and Medical Services Department. Bonfires and sky lanterns are not permitted in any city parks.
   (H)   Closed areas. No person shall enter an area posted as "Closed to the Public" or "No trespassing," or use or abet the use of any area in violation of posted notices, except for those places and recreational activities therein permitted by the Director of Leisure and Library Services.
   (I)   Dog Parks. Code of Conduct:
      (1)   Owners are responsible and liable for their dogs, and waive liability to the City for any injury or damage caused by pet(s) during any time in the off leash area.
      (2)   Limit of 2 dogs per owner, no unattended dogs are permitted.
      (3)   Dogs must be leashed while entering and exiting the staging area. (SVCC 90.04)
      (4)   All dogs must have a current municipal license, vaccinations, and display their tags on their collar. (SVCC 90.02, 90.03, A.R.S. 11-1008)
      (5)   No dogs that are in heat (SVCC 90.05), have a disease(s), a contagious condition(s), or puppies less than 4 months old are permitted in dog parks.
      (6)   Dogs must be under sight and voice control of their owners at all times.
      (7)   No animals other than dogs are permitted in dog parks.
      (8)   No spiked, prong, or pinch collars are permitted in the dog park.
      (9)   No children under 12 years are allowed in the dog park. Children older than 12 must behave appropriately: No running, shouting, chasing dogs, or petting other people's dogs without the owner's permission.
      (10)   No food or glass containers are allowed within the dog park. Training treats are permitted.
      (11)   Smoking within the dog park is not permitted.
      (12)   Owners must clean up after their dogs. (SVCC 90.06)
      (13)   No aggressive dogs allowed, and any dogs exhibiting aggressive behavior must leave the dog park immediately. No mounting or fighting is permitted at any time. (SVCC 90.05a)
   (J)   Anyone not adhering to the code of conduct may be asked to leave the dog park at any time by a police officer or animal control officer. Failure to follow the code of conduct may result in fines and/or imprisonment.
