A. Standard Engineering Specification
1. Fire Hydrant Design and Construction
a. Fire hydrants shall be installed as required by ADEQ or the International Fire Code (IFC), whichever is more restrictive, and water service shall be provided to each lot. The developer shall be responsible for coordinating fire hydrants and water service design and installation with the water company certified by the Arizona Corporation Commission to service the subdivision. If the City is requested to provide ADEQ approval for water, the developer shall submit an application and provide approved water design plans from the water company along with a signed City of Sierra Vista checklist.
b. For purposes of this section, a fire hydrant is defined as a mechanical device specifically manufactured for the purpose of supplying water from a water main to fire pumping apparatus.
Within the corporate limits of the City of Sierra Vista, fire protection facilities, including fire hydrants and water mains, shall conform to the following minimum specifications and installation criteria.
(1) Fire hydrants shall be spaced at distances no greater than 500 feet for residential developments and 400 feet for commercial and industrial developments. In cases where it is not feasible to construct hydrants to meet the spacing requirements stated above (as determined by the Fire Chief or his authorized representative) at least one hydrant shall be installed no greater than 500 feet from the furthest point of any proposed new building. For buildings equipped with an automatic sprinkler system in accordance with the IFC, the spacing between fire hydrants can be increased to 600 feet, provided safety concerns are not compromised. The Fire Chief or his authorized designee shall review site conditions and approve the increase in hydrant spacing. All distances shall be measured along the centerline of streets, public ways, or access roadways. Where the most recently adopted IFC or ADEQ requirements conflict with this section the most restrictive shall apply.
(2) Fire hydrants shall have two 2 1/2" outlets and one 4 1/2" outlet. The 4 1/2" outlet shall be installed so that the outlet faces the street and the bottom of the outlet shall be no less than 18-inches above the surface of existing or proposed streets or sidewalks. Threads of all outlets shall be National Standard Hose Threads.
(3) In all zoning districts, water mains supplying water to fire hydrants shall be no less than six inches in diameter. Water mains shall be looped and valving installed such that a single break in the water distribution system shall not necessitate shutting from service a length of pipe no greater than 500 feet. In cases where it is not feasible to loop the water system (as determined by the Fire Chief or his authorized representative) water mains supplying water to fire hydrants shall be no less than eight inches in diameter.
c. If the existing water system is incapable of supplying adequate fire flow, then there shall be provided such additional water supply as may be necessary to provide the flow required for fire protection. Water supply may consist of wells, reservoirs, pressure tanks, elevated tanks, water mains, or other fixed system capable of supplying the adequate fire flow or other measures as determined by the IFC. In determining the required fire flow for fire protection, the standards published by the IFC, shall be used as a guide.
d. Fire hydrant caps shall be painted chrome yellow and color coated to represent the gallons per minute flow as per National Fire Protection Association (NFPA) 24.
e. Installation of fire hydrants shall follow the requirements of the IFC, the NFPA, and the City of Sierra Vista Development Codes.
