§ 40.03 CHIEF HUMAN RESOURCES OFFICER (CHRO).
   (A)   The CHRO is the employee charged with the responsibility of managing the Human Resources Department and has the primary responsibility of administering and carrying into effect the Personnel Rules and Regulations as defined in this code. Consistent with this chapter, the CHRO may adopt operational procedures relating to the execution of their duties. The position of CHRO is declared as classified service and shall be accountable to the City Manager and shall exercise the powers and perform the duties as customarily conferred and required by this code, applicable ordinances, resolutions and laws. The CHRO and the City Manager may not be combined into one position.
   (B)   Except as otherwise provided in this chapter, the CHRO shall affect compliance with this code including:
      (1)   Administer the provisions of the Personnel Rules and Regulations not specifically reserved to the Mayor and City Council or the City Manager.
      (2)   Prepare and recommend changes, revisions and amendments to the Personnel Rules and Regulations to the City Manager. After City Manager review and approval, all changes will be presented to the Mayor and City Council for their consideration and approval.
      (3)   Prepare and maintain a position classification and compensation plan, and revisions thereof, covering all classifications.
      (4)   Develop and administer a comprehensive system to recruit, select, develop and maintain an effective and responsive work force, and determine appropriate steps and tools for the recruitment process.
      (5)   Communicate personnel rules, regulations, policies, and practices, and provide technical assistance, therefore.
      (6)   Designated the official custodian of all personnel and payroll records.
      (7)   Perform other such duties as may be assigned by the City Manager not inconsistent with the Personnel Rules and Regulations or the generally accepted principles of good personnel administration.
