§ 40.01 HUMAN RESOURCES.
   The Human Resources Department is an executive department of the city. It shall consist of the Chief Human Resources Officer (CHRO), who shall be the head of the department and all employees assigned thereto. The Human Resources Department is responsible for administration and development of the Personnel Rules and Regulations, legislative/legal compliance, fair and impartial employment services, employee relations, training and development, management of the classification and compensation plan, payroll and benefits administration. The primary goal is to protect the integrity of the personnel system which is key to ensuring that the city's goals can be accomplished.
