(a) The elements which will determine the orderly sanitary sewer growth environment are:
(1) The existing excess sewer capacity of the trunk sewers.
(2) The excess pump station and force main capacity.
(3) The excess sewer capacity of the Wastewater Treatment Plant.
(4) Ohio EPA rules and regulations affecting the sanitary sewers pump stations and the Wastewater Treatment Plant.
(5) The growth environment which must protect the City's existing sanitary sewer customer.
(b) The City's Utilities Department will determine the existing and excess flows for all sanitary trunk sewers within the City. All sewer flows emanating from the non-incorporated areas shall enter a currently approved excess capacity sanitary trunk sewer.
(c) The capacity of the existing pump stations can be increased by changing the pump impeller and/or decreasing the length of the existing force main.
(d) Decreasing the length of the force main involves adding another lift station somewhere along the existing force main or replacing all or part of the existing force main with a gravity sanitary sewer.
(e) The capacity of the City's Wastewater Treatment Plant is dependent upon the infiltration and inflow of the sanitary sewer system. The Utilities Department will monitor and investigate the infiltration and inflow in an effort to find and remove excess sewer flows. The success of removing this infiltration and inflow will directly affect the City's ability to accept excess sewage from the non-incorporated areas.
(f) The current or future City sanitary sewer customer located within the City Corporation Limit shall have priority to the existing excess sewer capacity, including all sanitary sewers located within the Corporation Limits.
(g) Any changes to the sanitary sewer system, including the Wastewater Treatment Plant, shall be approved by the Ohio EPA before the change is initiated. In addition, the Utilities Department of the City shall approve any proposed change to the sanitary sewer system.
(h) Other governmental units requesting the City to accept their wastewater flow shall enter into a legal contract approved by City Council. The City does not own nor operate a regional wastewater plant.
(i) The water distribution system can be computer modeled by the Utilities Department. The department maintains information relating to the location, size and pressure of all existing and future water main extensions. Therefore, the water distribution system is capable of being expanded to all non-incorporated areas, if justification and physical means are available.
