(a) Every owner or person, whether an individual, corporation, partnership or otherwise, who is not presently connected to the City water system and who desires to make a new entry to the City water system shall, at the time of obtaining the City building permit, pay, in addition to the tap-in fees provided for by Section 911.02, a Plant Investment Fee based upon the following table:

(b) The fees set forth in subsection (a) hereof are determined to be necessary to provide a basis for future planned expansion and main construction and extension and have been established to promote the orderly and economic growth and the general welfare of the City.
(c) This section and its provisions relating to charges for a Plant Investment Fee to the water system of the City shall also apply to reconstruction, alterations or conversions of any existing structure wherein the use of an existing water service is increased by such reconstruction, alteration or conversion.
(d) All money collected through the Plant Investment Fee shall be placed in a Water Reserve Fund. All interest collected on such money shall also be placed in the Water Reserve Fund. Money in the Fund shall be expended only for expansion of the water system.
