904.09   ALTERNATIVE PERMIT.
   (a)   The City Manager, in denying an application for a parade, public assembly or special event permit, may authorize the conduct of the parade, public assembly or special event at a date, time, location, or route different from that named by the applicant. An applicant desiring to accept an alternate permit shall, within five days after notice of the action of the City Manager, file a written notice of acceptance with the City Manager.
   (b)   An alternate parade, public assembly or special event permit shall conform to the requirements of, and shall have the effect of, a parade, public assembly or special event permit issued under this chapter.
