(a) No person shall cause, allow or permit a vehicle to occupy a parking meter space during the hours when the provisions applicable to such space are in effect, unless he shall deposit a nickel in the adjacent parking meter. Such person is not required to deposit a coin in a meter which indicates a balance of unused legal parking time left by the previous occupant of the space, so long as his occupancy of the space does not exceed the indicated unused parking time. The parking meter space may be lawfully occupied by such vehicle during the balance of legal parking time shown on the meter provided such occupancy does not exceed the established maximum time limit.
(b) No person shall fail to comply with directions displayed on the parking meter or fail to set the timing mechanism in operation when so required.
(c) No person shall cause, allow or permit a vehicle to occupy a metered space or non-metered space beyond the maximum consecutive parking time limit lawfully prescribed, for the particular space occupied, by appropriate notice on the meter or on posted signs, irrespective of the number or amount of coin deposited in a meter.

Thirty-minute parking meters in front of the Post Office on the west side of Ohio Avenue from North Street south to the driveway south to the driveway south of North Street shall be in operation every day from 9:00 a.m. to 5:00 p.m. except Sundays and holidays.

(a) The City Manager shall be authorized to issue a permit to vehicles used exclusively for delivery purposes or for repair and maintenance purposes upon proper application of the owner thereof. Each vehicle to which such permit has been issued shall have the same properly displayed on the lower right- hand corner of the windshield. Such vehicle displaying such duly issued permit shall be permitted to park within the limits of the metered parking zones of the City for a period not to exceed two hours, and such permit shall be issued upon application of the owner setting forth a full description of the vehicle, together with a statement of the use to be made of such vehicle.
(b) The fee for parking permits is established at twenty dollars ($20.00) for six months; the two six- month periods shall be from January 1 through June 30, and from July 1 through December 31. Any person who applies for a parking meter permit during one of the six-month periods shall pay three dollars and fifty cents ($3.50) per month and any part of one month shall require a full month's payment.
(c) The Police Department may issue, with the City Manger's approval, parking meter covers to individuals and organizations who need to reserve parking spaces for special events and for other conditions and circumstances determined appropriate by the City Manager.
(d) The rental fee for each parking meter cover shall be fifty cents (50¢) per day or any fraction thereof.

(a) The following prescribed fines are hereby established:
(1) For overtime parking, the fine is five dollars ($5.00) if the issued traffic ticket is paid within three days. If the traffic ticket is not paid within three days, the fine is ten dollars ($10.00).
(b) Any person charged with a violation of any provision of this chapter for which payment of a prescribed fine may be made, may pay such sum in the manner prescribed on the issued traffic ticket. Such payment shall be deemed a plea of guilty, waiver of court appearance and acknowledgment of conviction of the alleged offense and may be accepted in full satisfaction of the prescribed penalty for such alleged violation. Payment of the prescribed fine need not be accepted when laws prescribe that a certain number of such offenses shall require court appearance.
(c) Failure to pay a parking ticket issued for violation of this chapter within 60 days after said ticket has been issued is hereby declared to be a minor misdemeanor, punishable as provided in Section 307.01.
