(a) The following spaces shall be designated as two-hour parking spaces, except that all spaces designated for handicapped parking shall be excluded from such two-hour limitation:
(1) All spaces on the east side of West Avenue between Court Street and North Street.
(2) All spaces on both sides of Ohio Avenue from South Street to Lane Street, except the first five spaces on the west side of Ohio Avenue south of North Street, and the spaces north of the first alley north of North Street on the east side.
(3) All spaces on the east side of Main Avenue from the first alley south of Court Street to North Street, and all spaces on the west side of Main Avenue from and the first alley south of Court Street to Lane Street.
(4) All spaces on both sides of Court Street from West Avenue to Miami Avenue, except the north side of Court Street from Ohio Avenue to the first alley west of Ohio Avenue.
(5) All spaces on the north and south side of Poplar Street, between West Avenue and Miami Avenue; and the first four spaces on the south side of Poplar, east of Franklin Avenue.
(6) All spaces on both sides of North Street between Ohio Avenue and Miami Avenue, except the spaces mentioned in Section 351.172(a)(1).
(7) On South Street, between Ohio Avenue and Main Street, the first two spaces on the north side of the street to the west of the mid-block, north-south alley.
(8) The first twelve parking spaces within the Ohio Building Parking Lot located on the south side of Inlot 87 and being parallel and contiguous to the north property line of the east-west alley.
(9) The five parking spaces on the west side of West Avenue, south of Poplar Avenue.
(b) No person shall cause, allow or permit a vehicle to occupy a designated two-hour parking space during the times set forth in subsection (c) hereof for more than two hours per space per day.
(c) The two-hour per space per day limitation shall be in operation from 8:00 a.m. to 5:00 p.m. on Monday through Friday, except on New Year’s Day, Memorial Day, July Fourth, Labor Day, Veterans’ Day, Thanksgiving Day and Christmas Day.
(d) Enforcement of this section shall be accomplished by monitoring the numbers assigned to parking spaces and the license numbers of vehicles parked therein. If such monitoring shows that a vehicle is parked in the same space more than two hours after the license number was first monitored, it shall be prima facie evidence of a violation of this section.
(e) Notwithstanding any other provision of this chapter, no person shall park in any parking space when otherwise directed by a police officer or fire-fighter or when parking is prohibited by properly posted signs.
(f) The City Manager or his/her designee is hereby authorized to issue all day parking permits which allow motorists to park all day in two-hour parking spaces in the following location:
(1) On Poplar Street, between Main Avenue and Miami Avenue.
(2) On the east side of West Avenue, between North Street and Court Street.
The fee for all day parking permits is ten dollars ($10.00) per month.
