351.17   USE OF CERTAIN PUBLIC PARKING LOTS.
   (a)   Free public parking shall be available in: the parking lot south of Court Street between West Avenue and Franklin Street; the parking lot south of South Street between West Avenue and Franklin Street; the parking lot at the corner of Ohio Avenue and Lane Street; and, the parking lot at the northeast corner of Poplar Street and West Avenue, commonly known as the Goodwin Parking Lot.
   (b)   The maximum consecutive parking time limited in the four parking lots noted in division (a) of this section shall be 48 hours.
   (c)   Parking shall be reserved for City utilization in the following lots:
      (1)   The parking lot immediately west of City Hall at the corner of Franklin Street and Poplar Street;
      (2)   The parking lot south of City Hall at the corner of West and Court Streets shall also be reserved for City utilization except:
         A.   One space next to the Police lobby entrance which shall be reserved for handicap parking; and,
         B.   Three spaces next to the Police Building entrance which shall be reserved for Police Visitor parking; and,
      (3)   The parking spaces on the north half of the Yeager Parking Lot off Ohio Avenue.
   (d)   With the exception of the parking spaces referenced in division (c)(2), above, the remaining parking spaces referenced in this section shall be available for free public parking from 5:30 p.m. to 7:00 a.m. on Mondays through Fridays and all day on Saturdays, Sundays and holidays observed by the City of Sidney.
   (e)   Notwithstanding anything set forth to the contrary herein, the City Manager is authorized to designate the appropriate users of the various parking spaces in the above-described lots.
   (f)   The parking spaces on the south half of the Yeager Parking Lot shall be reserved for use by the Shelby County Human Services Department.
   (g)   No person shall stand or park a vehicle in any parking space referenced in this section in violation of the specific restrictions set forth herein pertaining to the reserved use or hours of reserved use thereof.
