(a) No person shall stop or park any vehicle in any alley less than twenty-one feet in width, except for emergencies or for the purpose of loading or unloading merchandise, and then only for so long as it takes to perform such act.

(b) The prohibitions set forth in subsection (a) hereof shall have no application and shall not be enforceable in the first east-west alley north of Brookburn Street and south of Northwood School, from St. Mary's Avenue to Cleveland Avenue.
This subsection shall not modify the parking prohibitions set forth in Section 351.03(b), prohibiting vehicle parking in front of a public or private driveway.
