(a) The City Manager may, without Council approval, authorize the following transfers in the annual Appropriation Ordinance:
(1) Transfers between any appropriation line item within a department which does not exceed $5,000;
(2) Intra-fund transfers of $2,000 or less between departments.
(b) The City Manager shall provide written notification to City Council within 30 days of any transfer among the line items of the Appropriation Ordinance. The City Manager shall provide Council with periodic reports of the cumulative effect of all appropriation transfers.
