(a) The City Manager is hereby authorized to rent City property which is temporarily not needed for any municipal purpose to individuals and firms.
(b) The City Manager shall rent such properties, after such notice as he deems appropriate, for such rents, and upon such terms and for such periods of time, not to exceed three years, as he finds to be beneficial to the City.
