From and after the effective date of this chapter, the mayor of the city of Sidney, Montana, be and he is hereby authorized to enter into agreements for the furnishing of water and sewage disposal facilities to certain "nonresident applicants", hereafter defined, upon terms and conditions hereafter provided for.
