In the event that any question arises concerning any provision or the application of any provision of these regulations, the Subdivision Administrator, in consultation with the City of Sidney Attorney’s Office as may be necessary, shall be responsible for such interpretation and shall look to the overall intent of these regulations and the Act for guidance.
