The director of public works shall be appointed by the mayor with the advice and consent of the council. He shall be chosen by the mayor on the basis of his administrative qualifications with special reference to his actual experience and knowledge in respect to the duties of his office hereinafter set forth. At the time of his appointment he need not be a resident of the city, but during his tenure of office he shall reside within the city. (Ord. 221, 2-2-1965)
