There is hereby imposed a service and inspection charge of five cents ($0.05) per day per unit on the occupant or occupants of each unit of trailer camps licensed hereunder. The licensee of the trailer camp shall collect this service charge for the city and pay it over to the treasurer in accordance with such reasonable regulations as the treasurer may promulgate governing such payments.
