A nonresident applicant shall present to the director of public works a written application for connection to city water or sewer mains, furnishing such information as may be required by the director. Upon preliminary approval being given by the director, an agreement between the city and the nonresident applicant shall be prepared and presented to the city council for approval. If approved by a majority of the council present at any meeting, the mayor shall execute such agreement on behalf of the city. Acceptance of one or more such applications shall not obligate the city to accept any subsequent application, it being solely within the discretion of the council to accept or reject any application presented.
