In the event of transfer or change of possession of property, the transferee shall make a new application for water or may have the water turned off if service has not already been discontinued. The fee of fifty dollars ($50.00), provided from section 13.04.010 of this chapter, is not payable when lateral connections have already been installed under a previous application for the same service but new applications thereon shall be accompanied by payment of the service fee of one dollar ($1.00) for turning on the water if service has been discontinued, and all unpaid water rates, rentals, fees, and charges against such service if the same has previously been discontinued for nonpayment of bills.
