13.04.010: CONNECTION; APPLICATION:
   A.   Application: Any person, firm or corporation occupying or using premises abutting any street, avenue or alley along which are laid water mains, but not connected with water, shall make and sign a written application therefor on forms furnished by the city clerk, and present the same to the city clerk or appointed deputies. The charges for making the connection shall be deposited with the city clerk at the time of making the application and the rates shall be in the amount of two thousand five hundred dollars ($2,500.00) plus all costs for labor, materials, and machinery incurred by the city in connecting such property to the city water system.
   B.   Contents Of Application: The application form provided shall specify the purpose for which water is required and the location of the premises with reference to abutting streets, avenues, or alleys; and the applicant shall therein agree to abide by and conform to the provisions of this chapter and amendments thereto, and shall agree that the officers and agents of the city shall have the right at all reasonable times to enter upon the premises of the applicant for the purpose of inspection of service pipes and equipment and reading and testing, repairing pipes and meters of the city installed thereon; provided, however, that if the applicant is not the owner of the premises, the applicant shall secure the consent of the owner and require the owner to guarantee the payment of the water rentals and charges.
   C.   Description, Other Information: In addition to the location of the premises by lot and block number, the applicant shall furnish a description relative to character of and location of pipes, fixtures, the number of taps, and other information set forth by the water department.
   D.   Service Pipes: Upon the approval and filing of the application with the water superintendent and the approval of the connections used therewith, the applicant is entitled to have service pipes on his premises, if approved by the water department, and all charges paid, connected with the water main by a lateral extending from the water main to the property line, and a stopcock, service box, meter, and meter box installed at convenient places in the street or upon the premises; all service pipes shall be laid at least four feet (4') below the surface of the ground.
   E.   Deposit Required: Every person desiring to apply for water service to the premises occupied by the applicant or under the control of the applicant, shall deposit with the city an amount not to exceed two (2) months' billing for water prior to the delivery of water so requested or resuming delivery of water to said premises if the same has been disconnected for nonpayment of a prior bill.
In addition to the charges required by sections 8.04.070 and 8.04.080 of this code for the collection of garbage, an amount not to exceed two (2) months' billing for garbage collection shall be deposited with the city by every person desiring to apply for water service to the premises occupied by the applicant or under the control of the applicant prior to the delivery of water requested or resuming delivery of water to said premises if the same has been discontinued for nonpayment of a prior bill.
   F.   Deposit Applied To Unpaid Bill: Said sums shall be collected as a deposit to ensure the timely payment for water and garbage services and may be applied to payment of any unpaid bill for water delivery to premises or garbage collected therefrom after the date that such bill becomes delinquent.
