§ 32.21 MEETINGS.
   (A)   The regular meetings of the City Council, City Caucus and Code Enforcement Board shall be held in the Newman Memorial Building, 3920 Dixie Highway, Shively, Kentucky.
   (B)   Caucus meetings and regular meetings of the City Council shall be held monthly according to the following specific schedule:
      1st Monday: Caucus, 6:30 p.m., regular meeting, 6:45 p.m., Code Enforcement Board, 5:30 p.m.
      3rd Monday: Caucus, 6:30 p.m., regular meeting, 6:45 p.m., Code Enforcement Board, 5:30 p.m.
   (C)   If a legal holiday occurs on the day of the meeting, the regular meeting of the said City Council and Code Enforcement Board shall be held the following Monday at the time listed above. Legal holidays are New Year's Day, Dr. Martin Luther King's Birthday, Memorial Day, Juneteenth, July 4th, Labor Day and Christmas Eve or Christmas Day.

   (D)   Special meetings of the Council may be called by the Mayor or upon written request of a majority of the Council. In the call, the Mayor or Council shall designate the purpose, time, and place of the special meeting with sufficient notice for the attendance of Council members and for compliance with KRS Chapter 61.
   (E)   At a special meeting no business may be considered other than that set forth in the designation of purpose.
   (F)   The minutes of every meeting shall be signed by the person responsible for maintaining city records as provided under § 31.38 and by the officer presiding at the meeting.

§ 32.22 QUORUM.
   Unless otherwise provided by statute, a majority of the Council constitutes a quorum and a vote of a majority of a quorum is sufficient to take action.

§ 32.23 PROCEDURE FOR ELECTING PRESIDING OFFICER.
   The manner of selection of a City Council member to preside in place of the Mayor follows:
   (A)   The City Clerk/Tax Assessor shall open the meeting and announce for the record the necessity of selecting a member of the City Council to preside at the meeting in the Mayor’s absence.
   (B)   The City Clerk/Tax Assessor, as temporary presiding officer, shall entertain motions from members of the City Council to elect one of its members as presiding officer and chairman of the meeting of the City Council. After the motion receives a second and an opportunity to discuss the motion has been provided, the question shall be called and a roll call vote taken by the City Clerk/Tax Assessor. Additional nominations may be made in the same manner as hereinbefore set out. A simple majority of the quorum shall be sufficient to elect. When the chairman is elected, the City Clerk/Tax Assessor shall step aside and the elected presiding officer shall thereupon assume the chairmanship of the meeting.

   Each ordinance shall embrace but one subject and shall have a title which clearly states the subject.
