If the Police Department deems it advisable that he do so, the applicant shall be required to appear before the Chief of Police or anyone acting on his behalf and answer any and all questions relative to his background and qualifications and to demonstrate his skill and ability to handle safely the taxicab in pulling to and away from the curb under traffic conditions in crowded areas and in operating generally through the traffic of crowded areas. When so demonstrating the applicant shall be accompanied by a member of the Police Department or by an inspector designated by the Police Department.
