(A) The applicant for a taxicab operator’s permit shall have attained the age of 21 years before a permit may be issued to him. He shall also be physically fit; of good eyesight; if subject to seizure disorders the provisions of KRS 186.411 must be satisfied; and not subject to vertigo, heart trouble, or any other infirmity of body or mind which may render him unfit for the safe operation of a public vehicle. The applicant shall be able to read and write the English language, be neat and clean in appearance and courteous in manner, and not addicted to the use of intoxicating liquors or narcotics.
(B) An operator’s permit shall not be issued to anyone under 21 years of age, or to any person who is physically or morally unfit in the opinion of the Examining Board, to be entrusted with the operation of a taxicab.
