The fee for issuing an operator’s permit shall be $3, and it shall be deposited with the City Clerk/Tax Assessor upon the filing of the application. In the event the applicant withdraws his application, or in the event his application should not be approved by the Examining Board, the deposit shall be refunded, upon the applicant’s request, to the applicant.
