§ 96.34 PARKING SPACES ADJACENT TO STREETS.
   (A)   No person, firm, or corporation shall construct, place, or maintain a parking space or spaces immediately adjacent to the driving surface of a street and within the public right-of-way in the city unless the parking space or spaces conform to the provisions of this section.
   (B)   The following specifications shall apply to all parking spaces governed by this section:
      (1)   Spaces shall be parallel to the paved surface of the street;
      (2)   Spaces shall be not less than six (6) feet in width;
      (3)   Spaces shall be paved with either concrete or asphalt surface of a durable nature; and
      (4)   Spaces shall be constructed so as not to interfere with any drainage adjacent to the street.
   (C)   Prior to the construction of a parking space, approval of the construction, evidenced by a permit, shall be obtained from the Assistant to the Mayor and/or Director of Public Works, who shall
