(A) Notwithstanding any provision herein to the contrary, the city may, at the request of the property owner or at the election of the city and without notice to the property owner except as hereinbefore provided, make the repair or maintenance of sidewalks required herein and charge the responsible person for the actual cost of labor and materials or contract price according to the length of sidewalk abutting his property. Standards for determination of actual cost of labor and materials shall be set from time to time by municipal order of the City Council.
(B) Liability for the cost of repairs or maintenance may be enforced by the city against the responsible party by civil action and/or filing a lien in the office of the Jefferson County Clerk against the property in question.
