The Sanitary Board of the City in existence on the date this Charter Board is adopted shall be continued. The Sanitary Board shall have the powers and shall perform the duties prescribed by general law with respect to the construction, operation and maintenance of sewage disposal facilities. The Sanitary Board shall be composed of either the Mayor or the City Manager, as appointed by Council, who shall be the Chair of the Board, and two other persons appointed by the Council.
