§ 154.03  SELLING ON STREETS WITHOUT PERMIT; EXCEPTIONS.
   No person shall sell, offer or expose for sale any goods, wares or merchandise or other thing upon any of the roads, streets or alleys or public grounds of the city without having first obtained a permit from the City Manager. Such permit shall only be granted after such person has obtained a license therefor from the City Clerk. This section shall not be applied to sales under exclusions, sales of household goods by persons disposing of personal effects or sales of decedent’s estates, trust property, fiduciaries or bona fide farmers selling the products from their farms, or articles of own manufacture, this section being intended to apply to itinerants, hawkers, peddlers and the like.
