§ 152.02  SCOPE.
   (A)   This chapter applies to all rental dwelling units within the city. This chapter shall not apply to owner-occupied dwellings wherein roomers or borders are maintained in common living areas in accordance with other applicable codes and ordinances. This chapter shall not apply to hotels, motels, bed and breakfasts, dormitories, lodging and boarding houses and other transient residential occupancies. Building housing business or commercial uses in addition to rental dwelling units shall be subject to the provisions of the state’s Building Code which apply to such mixed uses.
   (B)   Where a certificate of use and occupancy has been issued, in accordance with the state’s Building Code, for any building that has been erected, altered or converted to a residential use, said dwelling shall not be subject to re-inspection for the purpose of rental registration for a 24-month period following the date of issuance of said certificate.
