§ 151.07  EXCEPTIONS TO PERMITTING REQUIREMENTS.
   (A)   Exceptions. Where the City Council finds that there are practical difficulties in fulfilling all of the requirements of this chapter or where strict adherence to its provisions would serve no purpose in terms of fulfilling the intended purpose, exceptions may be approved. Such exceptions shall not have the effect of waiving any specific requirement(s) necessary to provide for the health and safety of the occupants of the mobile home park or the general public. No exception shall be granted in violation of any applicable law.
   (B)   Permitting process. A person who wishes to allow a friend or relative to temporarily occupy a recreational vehicle parked at his or her personal residence may make application to the City Clerk for a permit for occupation of a recreational vehicle on private property and upon approval of the City Manager may allow such vehicle to remain upon his or her property and be occupied for no more than seven days.
