§ 110.04  ISSUANCE BY CITY CLERK.
   Subject to the exceptions contained in the preceding subchapter, the City Clerk shall issue a license to all persons applying therefor, who pay the fees hereinafter provided. No license shall be valid until the fee or tax has been paid in full.
