In addition to the regulations set forth in § 77.04 of this chapter, every person operating an ATV or UTV upon the public streets, roads, alleys, ways, sidewalks and crosswalks within the corporate limits of the city shall be subject to all duties applicable to the driver of a vehicle by the provisions of W.Va. Code Ch. 17C except those provisions of that Ch. 17C which, by their nature, can have no application.
