When a police officer of the city has placed on any vehicle a notice to the owner or operator thereof that such vehicle has been parked in violation of a provision of this subchapter and instructing such owner or operator to report to police headquarters in regard to such violation, each such owner or operator may, within 24 hours of the time when such notice was attached to such vehicle, pay to the police officer on duty at the municipal building, as a penalty for and in full satisfaction of such violation, the sum in an amount set by Council from time to time. The failure of such owner or operator to make such payment within 24 hours shall render such owner or operator subject to the penalties hereinafter provided for a violation of the provisions of this subchapter.
