§ 76.13  NOTICE TO OWNER.
   (A)   When a police officer of the city has placed on any vehicle a notice to the owner or operator thereof that a vehicle has been in violation of any of the provisions of this subchapter and such notice instructs such owner or operator to report to police headquarters in the municipal building in regard to such violation, each such owner or operator may, within 24 hours of the time when such notice was attached to such vehicle, pay to the police officer on duty at the municipal building, as a penalty for and in full satisfaction of such violation, that sum of money which Council by appropriate resolution and order may prescribe as the minimum fine for such violation.
   (B)   The minimum fine for each such violation, after so fixed by Council, shall be printed on the reverse side of the notice which the police officer places on the offending vehicle.
   (C)   The failure of such owner or operator to make such payment within 24 hours shall render such owner or operator subject to the penalties hereinafter provided for a violation of the provisions of this subchapter.
