(A) Whoever violates any provision of this chapter, for which no other penalty is provided, shall be fined in an amount set by Council from time to time; upon a second conviction within one year, thereafter shall be fined in an amount set by Council from time to time; and, upon a third or subsequent conviction, shall be fined in an amount set by Council from time to time.
(B) An operator who violates a provision of § 71.09 of this chapter shall receive a warning for the first offense. For a second or subsequent offense, the operator shall be punished by a fine in an amount set by Council from time to time.
